Authorizes the Works of Art Special Fund to pay salary, wage, and fringe benefit costs for the executive director and employees of the State Foundation on Culture and the Arts hired under chapter 9.

Adds employee compensation as an allowable use of the Works of Art Special Fund, which previously could only be used for art acquisition, site modifications, maintenance, and storage/transportation of works of art.

Takes effect January 1, 2112, with an automatic sunset provision that repeals the amendment on June 30, 2015, restoring the Works of Art Special Fund to its original purposes.

Enacted to enhance fiscal stability of the State Foundation on Culture and the Arts during budget constraints and prevent loss of federal National Endowment for the Arts partnership funding.
