Restricts state low-income housing tenancy to a maximum of five years, with exceptions for persons aged 62 and older, persons with mental or physical disabilities, and those retired for medical reasons.

Exempts existing tenancies from counting years of occupancy prior to the July 1, 2010 effective date against the five-year limit.

Requires the Hawaii Public Housing Authority to develop a transition plan with benchmarks to assist tenants in moving out of public housing and submit the plan to the legislature by twenty days before the 2011 regular session opening.

Aims to increase housing unit availability for the 14,000-person public housing waiting list and encourage economic mobility by preventing long-term tenancy and "homesteading" in state housing units.
