Requires utilities to meet a minimum of 2% of their renewable portfolio standard using agricultural energy sources by December 31, 2014.

Defines "agricultural energy" to include energy produced by biofuel processing facilities generating over 500,000 gallons annually, or by commercial agricultural enterprises producing over 1 million pounds of products annually.

Maintains existing requirement that 50% of renewable portfolio standards be met by renewable energy sources prior to January 1, 2015, with 100% required after that date.

Specifies that electrical energy savings shall not count toward renewable energy portfolio standards beginning January 1, 2015.

Takes effect July 1, 2010.
