Allows the Department of Land and Natural Resources to permit wind turbines, wind farms, solar energy facilities, and low-impact hydropower facilities within state conservation districts through administrative rules.

Amends Hawaii Revised Statutes Section 183C-4(d) to add renewable energy projects to the list of permitted uses in conservation districts, which comprise approximately 48% of state land.

Permits the department to control the extent, manner, and times of renewable energy use through rulemaking while maintaining restrictions on activities detrimental to conservation practices.

Takes effect upon approval.
