Amends Hawaii Revised Statutes Section 21G-3 to require the legislative broadcast program to select proceedings for broadcast based on criteria related to matters of public interest.

Removes the ability of committee chairs to unilaterally block broadcast of legislative proceedings by requiring selection decisions to follow public interest criteria.

Maintains supervision of the legislative broadcast program by the joint legislative access committee while adding the new public interest selection requirement.

Takes effect upon approval.
