Removes reference to chapter 804 in ignition interlock device requirements (HRS §291E-6) and eliminates the advisory commission on gender equity in sports from education compliance review (HRS §302A-462).

Changes "naturopath" to "naturopathic physician" in medical malpractice statute (HRS §657-7.3) and professional definitions (HRS §386-1); modifies insurance terminology from "health insurer" to "life or accident and health or sickness insurer" (HRS §431:3-401).

Repeals Section 302A-463 (advisory commission on gender equity in sports) and Chapter 353H Part II; corrects statutory reference in Act 169, Session Laws of Hawaii 2009 from "423D-23" to "432D-23"; effective dates vary with ignition interlock provisions effective January 1, 2011.
