Transfers jurisdiction of Lahaina and Maalaea small boat harbor facilities in Maui County from the Department of Land and Natural Resources to the Department of Transportation.

Authorizes transfer of all appropriations, records, equipment, contracts, and property related to these harbor facilities from DLNR to DOT.

Establishes that DOT succeeds to all rights, powers, duties, and obligations previously held by DLNR regarding these harbors, with existing rules and agreements remaining in effect until amended.

Requires amendment of all references to DLNR and its chairperson in existing rules, permits, and documents to refer to DOT and its director as appropriate.

Takes effect July 1, 2010.
