Amends Hawaii Revised Statutes Section 249-9.2 to require applicants for veterans' special license plates to provide a copy of their most recent discharge paper or separation document showing honorable discharge or general (under honorable conditions) discharge from active duty.

Applies the discharge documentation requirement to all veteran applicants except those applying under the Pearl Harbor Survivors provision (civilian applicants from the December 7, 1941 attack).

Maintains existing eligibility categories for special veterans' plates including Purple Heart recipients, combat veterans, POWs, and veterans of specific conflicts (Vietnam, Korea, World War II, Persian Gulf).

Effective upon approval with no retroactive application to rights, duties, penalties, or proceedings that existed before the Act's effective date.
