Authorizes the Hawaii public housing authority to seek reimbursement from the Federated States of Micronesia for homeless services provided to individuals covered under the Compact of Free Association Act of 1985.

Allows reimbursement requests to be made in the form of a bill or other payment request as determined by the authority.

Addresses the cost burden on Hawaii, noting that 75-90% of the state's homeless population is Micronesian and the state receives only 10 cents federal reimbursement per dollar spent on these services.

Grants the authority power to adopt rules under chapter 91 to implement the reimbursement provisions.

Takes effect upon approval.
