Amends Hawaii Revised Statutes Section 23-12(b) to require the auditor to include recommendations when reviewing revolving and trust funds.

Auditor recommendations must address the disposition of each fund, including options to continue with no action, evaluate continued need, consolidate with another fund, terminate and repeal with disbursement of remaining balance, or other appropriate recommendations.

Requires the auditor to submit necessary legislation to implement any recommendation to consolidate or repeal a revolving or trust fund.

Maintains existing five-year review schedule for revolving and trust funds across state departments beginning in 1994 and continuing every five years thereafter.

Takes effect upon approval.
