Eliminates the "one-gallon per person per day" exception that previously allowed personal, noncommercial removal of sand and other marine deposits from Hawaii shorelines.

Restricts sand and marine material removal to only "inadvertent" taking, such as materials naturally carried away on bodies, clothing, toys, recreational equipment, and bags.

Applies restrictions to both seaward areas (HRS §171-58.5) and shoreline areas (HRS §205A-44) with identical prohibitions and limited exceptions.

Maintains existing exceptions for public works projects, drainage and stream clearing, and state or county maintenance purposes when authorized.
