Allows soil and water conservation districts to retain donations and grants received within their respective districts for operational purposes, rather than returning all funds to the state general fund.

Permits districts to use retained funds to carry out designated duties as identified in Hawaii Revised Statutes Section 180-13, including implementation of soil and water conservation plans and best management practices.

Requires that only unused general fund appropriations be returned to the state general fund at the end of each fiscal year, while non-general fund contributions remain with the districts.

Addresses resource constraints facing Hawaii's 16 soil and water conservation districts, which currently receive only $2,360 annually and rely on volunteer directors who often donate personal funds to cover expenses.

Takes effect on July 1, 2009.
