Amends Hawaii Revised Statutes Section 200-10 to require vessel owners mooring at state small boat harbors to obtain insurance covering vessel removal costs if the vessel runs aground or becomes stranded.

Mandates that insurance also cover damages to harbor facilities, with proof of coverage to be displayed upon request by department officials.

Adds insurance requirement as a third condition for mooring vessels in state small boat harbors, alongside obtaining a use permit and vessel ownership.

Authorizes the department chairperson to adopt rules necessary to enforce the new insurance requirement.

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the effective date.
