Amends Section 180-12 of Hawaii Revised Statutes to modify director eligibility requirements for soil and water conservation districts.

Allows individuals who have previously served at least one full term as a director to continue serving even if they no longer live or work in the district they represent.

Current requirement that directors must live or work in their districts is expanded to include those with prior district service experience.

Takes effect on July 1, 2010.
