Increases the environmental response tax on petroleum products from $0.05 to $1.05 per barrel and renames it the "environmental response, energy, and food security tax" (Barrel Tax).

Allocates Barrel Tax revenues as follows: $0.05 to Environmental Response Revolving Fund, $0.15 to Energy Security Special Fund, $0.10 to Energy Systems Development Special Fund, and $0.15 to Agricultural Development and Food Security Special Fund, with remaining balance to general fund.

Exempts aviation fuel from the Barrel Tax and removes cap on Environmental Response Revolving Fund balance.

Establishes the Hawaii Clean Energy Initiative Program and Hawaii Economic Development Task Force to facilitate renewable energy projects, energy efficiency programs, and agricultural development.

Authorizes Agricultural Development and Food Security Special Fund expenditures for pest control, agricultural production and processing, research, promotion of Hawaiian agricultural products, and agricultural inspector positions; requires annual legislative reports on program status through 2015.
