Requires the Department of Education to prepare its budget proposal for fiscal biennium 2011-2013 using zero-based budgeting principles, starting from "zero" each fiscal year with no assumed commitments carried forward.

Budget planning process may begin July 1, 2010, and must include identification of program activities, objectives, outputs, and evaluation/ranking of programs based on required costs for health and safety, legal mandates, student achievement, student support services, and infrastructure.

Mandates ranking of program activities based on costs for classroom instruction and goods, health and safety personnel and services, legal settlements and court orders, student support personnel, and critical infrastructure requirements.

Applies zero-based budgeting principles specifically to Department of Education programs identified in state and district administration for the 2011-2013 fiscal biennium.

Requires all zero-based budgeting information to be made available to the auditor, director of finance, and the chairpersons of the fiscal committees of the senate and house of representatives.
