Amends Section 103-55.6 to extend apprenticeship agreement preferences to subcontractors in addition to primary bidders on public works contracts valued at $250,000 or more.

Allows a 5% reduction in bid amount for bidders or their subcontractors who are registered with the Department of Labor and Industrial Relations under an apprenticeship agreement for each apprenticeable trade used on the project.

Requires bidders to provide written proof at time of bid submission that they or their subcontractors maintain registered apprenticeship agreements, with monthly certification required throughout the project duration.

Imposes sanctions on bidders whose apprenticeship registration lapses during construction, including work cessation without breach of contract liability or debarment/suspension proceedings under Section 103D-702.

Adds definitions for "bidder" and "subcontractor" to clarify that subcontractors providing construction services on public works projects are covered under the apprenticeship preference requirement.
