Authorizes each county to contract with licensed architects and engineers to serve as third-party reviewers to certify compliance with building codes, land use ordinances, and other applicable codes and regulations for permit, license, and approval applications.

Requires property owners to retain and pay all fees for third-party reviewers, who are limited to reviewing compliance and cannot grant modifications, variances, waivers, or discretionary approvals.

Provides immunity from liability for third-party reviewers except for acts resulting from intentional misconduct, gross negligence, or malfeasance.

Amends Section 6E-42 to establish a 60-day maximum review period for the Department of Land and Natural Resources to review and comment on historic properties and burial sites, with automatic project approval if the deadline is not met.

Amends Section 91-13.5 to establish a 30-day deemed approval deadline for permit and license applications if agencies have not adopted rules specifying maximum review periods, effective January 1, 2011.
