Amends Hawaii Revised Statutes Section 46-15.1(a) to reduce county affordable and workforce housing requirements by 40 percent as temporary relief to stimulate housing construction statewide.

Implements a proposal from Senate Concurrent Resolution No. 132, S.D. 1 (2009), which established a construction industry task force to develop proposals for preserving and creating jobs in Hawaii's construction industry.

Addresses findings that state and county affordable and workforce housing requirements often cause significant construction delays and can prevent affordable housing projects from being built in certain circumstances.

Provision is temporary and sunsets on December 31, 2015, at which time the original statute language is automatically reenacted.

Takes effect upon approval and applies to county housing development powers previously granted to the Hawaii housing finance and development corporation.
