Amends Hawaii Revised Statutes section 103D-302(c) to clarify requirements for public notice of invitations for bids and requests for proposals.

Requires that invitations for bids be published in a printed or electronic format accessible statewide for a period not to exceed 15 days.

Maintains existing policy board authority to adopt rules specifying notice forms, reasonable timeframes between publication and bid opening, and various publication methods.

Implements a proposal from the Construction Industry Task Force (established by Senate Concurrent Resolution No. 132 S.D. 1, 2009) to expedite state procurement processes and support economic recovery in the construction industry.

Takes effect upon approval.
