Amends Hawaii Revised Statutes chapter 103D to add a new requirement that all state agencies must finalize and certify contracts with the department of accounting and general services within 60 days of a contract being awarded.

Addresses findings that Hawaii's public procurement process contains inefficient and antiquated procedures that cause protracted delays between procurement steps and prevent government projects from proceeding in a timely manner.

Implements a proposal from a construction industry task force established by Senate Concurrent Resolution No. 132 S.D. 1 (2009) to help preserve and create jobs in the local construction industry during economic turmoil.

Adds new subsection (b) to section 103D-318 to establish the 60-day certification deadline, notwithstanding any other statute or administrative rule related to procurement.

Takes effect upon approval.
