• Establishes priority handling and expedited processing for state and county permits required for net zero energy building projects.

• Defines "net zero energy building" as a residential or commercial building that is 35 percent more energy efficient than the 2006 International Energy Conservation Code, achievable through either performance-based or prescriptive-based design.

• Requires the building council to adopt rules by January 1, 2012 implementing a prescriptive design alternative for net zero energy buildings meeting the 35 percent efficiency standard.

• Applies priority permitting requirements to all state and county agencies, including executive departments, commissions, boards, offices, and quasi-public institutions supported by state or county funds.

• Effective upon approval.
