Authorizes the Department of Land and Natural Resources to issue violation citations to landowners who fail to maintain beaches abutting their property by allowing human-induced, enhanced, or unmaintained vegetation to block public transit and access.

Permits the department to remove vegetation obstructions itself if landowners do not comply after receiving notice, and requires landowners to reimburse the state for removal costs through collection in district court if not paid immediately.

Adds vegetation to the list of physical impediments that can obstruct public access under Hawaii Revised Statutes Section 115-9, and establishes minimum fines of $1,000 for second convictions and $2,000 for subsequent convictions.

Amends Section 115-5 to define public transit rights as extending seaward of the shoreline and allows the Department of Land and Natural Resources to require adjacent landowners to maintain public transit corridors by removing impeding vegetation in areas with human-induced or unmaintained vegetation.

Adds beach protection language to the Coastal Zone Management Program policies prohibiting private property owners from inducing vegetation seaward of the shoreline where it interferes with public lateral access or natural shoreline processes.
