Eliminates the June 30, 2011 sunset date in Act 264 (Session Laws of Hawaii 2007) that would have terminated tobacco settlement funding to the John A. Burns School of Medicine.

Removes the requirement that section 328L-2, Hawaii Revised Statutes be reenacted after the sunset date, making the funding mechanism permanent.

Modifies Act 119 (Session Laws of Hawaii 2009) to delay its repeal from June 30, 2015 and establishes new statutory language for section 328L-2 specifying permanent allocation of tobacco settlement moneys.

Allocates 28 percent of tobacco settlement funds to the university revenue-undertakings fund for the medical school facility, with excess funds distributed 80 percent to emergency reserves and 20 percent to tobacco prevention.

Takes effect on July 1, 2010.
