• Requires the Department of Human Services to provide medical assistance to legal resident noncitizens age 19 and older who would qualify for medicaid if they were U.S. citizens but are ineligible due to federal restrictions.

• Covered services include dialysis and chemotherapy, at least 10 physician inpatient visits and 12 outpatient visits per benefit year, and at least 8 drug prescriptions per month.

• Defines "covered noncitizen" as legal permanent residents who arrived on or after August 22, 1996, and citizens of the Republic of the Marshall Islands, the Federated States of Micronesia, or the Republic of Palau ineligible for federal assistance.

• Appropriates unspecified general revenue funds from the state for fiscal year 2010-2011 to cover the cost of medical assistance for eligible noncitizens.

• Takes effect January 1, 2050.
