Establishes a Vocational Rehabilitation Division (VRD) within the Department of Human Services to supervise and administer vocational rehabilitation services for people who are blind, deaf, hard-of-hearing, or deaf-blind.

Places services for blind and deaf persons under the new VRD, including vocational rehabilitation services not covered under Chapter 348, Hawaii Revised Statutes.

Requires the Department of Human Services to submit a report to the Legislature no later than 20 days prior to the 2011 Regular Session presenting results from the DHS's Deaf and Hard-of-Hearing Advisory Board planning committee on developing a comprehensive deaf center.

Sets the effective date as January 1, 2050, to allow for further discussion and planning.

Removes the original requirement for DHS to develop a strategic plan for a comprehensive service center for deaf, hard-of-hearing, or deaf-blind individuals.
