Changes school community council duty from "evaluate" to "approve" school academic and financial plans, with authority to recommend revisions to the principal if necessary.

Removes the requirement that councils recommend plans to the complex area superintendent for approval.

Eliminates the principal's authority to set aside school community council decisions unilaterally, removing the appeals process to the complex area superintendent, superintendent, and board of education.

Narrows the grounds for complex area superintendents to require plan revisions from "best interests of the school" to only violations of law or conflicts with statewide educational policies and standards.

Takes effect upon approval.
