Amends Section 1 to establish the purpose of requiring phase-in implementation of specific student instructional hours at all public schools except charter schools, citing losses from previous furloughs.

Requires the Department of Education to maximize student instructional hours under collective bargaining agreements in effect during the 2010-2011 school year.

Establishes minimum student instructional hours per school year for elementary and secondary grades for the 2011-2013 and 2013-2015 school years.

Requires the Department of Education, Board of Education, and Office of the Governor to submit a plan to the legislature no later than twenty days before the 2012 regular session for providing higher student instructional hours in future school years.

Changes Department of Education transportation provision from discretionary ("may") to mandatory ("shall") and requires consideration of pick-up and drop-off times that optimize transportation services while minimizing state costs when implementing the new instructional hour schedule.
