Adds a condition to commercial permits issued under Hawaii's small boat harbor statute requiring permittees who disembark fare-paying passengers on excursions between state boating facilities to comply with all applicable laws and rules of the areas where passengers enter public or quasi-public property.

Reorganizes Hawaii Revised Statutes Section 200-10 by renumbering subsections (d) through (f) to become subsections (e) through (g) to accommodate the new commercial permit condition.

Makes minor grammatical edits, changing "In order to" to "To" in the permit application requirements section.

Takes effect upon approval.
