Limits conditions that the Land Use Commission can impose on boundary amendment decisions to matters of statewide concern only.

Defines "matters of statewide concern" to include conservation districts, important agricultural lands, Department of Education requirements, regional state highway improvements, and historic preservation under chapter 6E.

Excludes from statewide concerns matters related to water systems, wastewater facilities, drainage, parks, other infrastructure, public services, county zoning and development plans, and other county responsibilities.

Requires the Commission to ensure each county maintains and enforces its low, moderate, and workforce housing policy.

Removes county general plans and community development plans from the criteria the Land Use Commission must consider when reviewing reclassification petitions.
