HI HB25

Allows restrained dogs in designated areas of state parks that have access to the shoreline.

Requires dogs to be controlled by leash, cord, chain, or similar physical restraint at all times, with restraint not exceeding eight feet in length.

Makes dog owners responsible for proper disposal of fecal waste left by their dogs in state parks.

Limits state liability for injuries or property damage caused by dogs in state parks, except in cases of gross negligence or willful or wanton acts by state officers or employees.

Excludes Hawaii natural area reserves from the definition of state parks under this provision and authorizes the department to adopt rules and establish fines for violations.
