Adds two new penalty provisions to Chapter 150A of Hawaii Revised Statutes: one imposing $250 fines per 1,000 pounds of freight for failure to pay inspection and eradication service fees, and another for transportation companies failing to bill or remit fees within specified timeframes (15 days to bill, 45 days to remit).

Establishes a private cause of action allowing any person to bring court action to enforce Chapter 150A provisions or enjoin violations, with prevailing plaintiffs entitled to recover reasonable attorney's fees and court costs.

Adds definitions for "cement bulk freight" and "liquid bulk freight" to Chapter 150A.

Exempts liquid bulk freight and cement bulk freight from the existing inspection and quarantine service fee requirement imposed under Section 150A-5.3.

Takes effect upon approval.
