Amends Hawaii Revised Statutes section 206E-4 to modify affordable housing requirements for development projects under the Hawaii Community Development Authority.

Removes the prohibition on cash-in-lieu payments for affordable housing requirements, allowing developers to satisfy housing obligations through alternative means beyond on-site construction.

Requires substitute housing developed off-site to be located on the same island as the development project and substantially equal in value to required on-site reserved housing units.

Establishes a priority hierarchy for reserved housing development: within the district, surrounding areas, central urban core, and outlying areas on the same island.

Directs the Hawaii Community Development Authority to adopt rules governing approval of off-site reserved housing developments with guidelines ensuring compliance with established priorities.
