Amends Hawaii Revised Statutes Section 171-95.3 to allow the Board of Land and Natural Resources to consider renewable energy land leases during regularly scheduled meetings rather than requiring separate public hearings on the island where the land is located.

Exempts renewable energy producer proposals from public disclosure requirements under Hawaii's Uniform Information Practices Act (Chapter 92F), treating financial plans, design concepts, and business information as confidential proprietary records.

Requires the board to prepare and distribute an outline of renewable energy project proposals and receive public testimony, while maintaining the existing requirement for public notice under Section 1-28.5.

Requires the board to prepare a report outlining reasons for awarding or denying a renewable energy lease upon completion of evaluation.

Preserves the right of first refusal for renewable energy producers upon lease renewal and protects existing lessees from involuntary lease termination.
