Requires department to file motion for termination of parental rights when child has been in foster care for fifteen of the most recent twenty-two months, unless documented compelling reasons exist or adequate services have not been provided

Provides procedures for termination of parental rights using clear and convincing evidence standard and establishes provisions for reinstatement of parental rights for children aged fourteen and older after twelve months in permanent custody
