Reduces the quorum requirement for the Hawaii Public Housing Authority Board of Directors from seven to six members out of eleven total members.

Current seven-member quorum requirement has hindered efficient board operations, particularly because board members must travel from each county to attend meetings.

Aligns the Board's quorum requirement with other state boards, including the Hawaii Housing Finance and Development Corporation, Board of Education, and Board of Land and Natural Resources, which require only a simple majority.

Two state agencies submitted written comments in support of the measure.
