• Establishes the Disability and Communication Access Board as the sole issuing agency for removable windshield placards, temporary removable windshield placards, special license plates, and identification cards for disabled persons, replacing county-based issuance.

• Extends the validity period of removable windshield placards from 4 years to 6 years, requiring applicants to present a certificate of disability verifying the disability will last at least 6 years.

• Changes issuance of second placards from automatic to discretionary, allowing applicants to request a second placard rather than receiving it by default.

• Allows counties to retain fees collected for issuing placards and establishes reimbursement rates to counties to be set by rules adopted by the Disability and Communication Access Board, rather than the fixed $12 rate previously deposited to the state general fund.

• Effective July 1, 2020.
