Establishes the Recreational Renaissance Special Fund within the Department of Land and Natural Resources treasury to fund recreational improvements and activities.

Fund receives deposits from legislative appropriations, grants, gifts, donations, interest and dividends, and revenues from sales, rents, leases, licenses, and permits from designated recreational areas and facilities.

Authorizes the department chairperson to transfer moneys from the Special Land and Development Fund, State Parks Special Fund, and Boating Special Fund into the Recreational Renaissance Special Fund, provided expenditures remain consistent with original fund purposes.

Permits the fund to pay for planning, design, construction, operation and maintenance, land acquisition, information technology, and debt service on general obligation bonds for both water-based facilities (boat ramps, docks, piers) and land-based facilities (parks, trails, cabins, comfort stations, shooting ranges).

Appropriates $1,500,000 from the special fund for fiscal year 2010-2011 for the recreational renaissance program, effective upon approval.
