Establishes the Conservation and Resources Enforcement Special Fund within the Department of Land and Natural Resources to be administered separately from other departmental funds.

Fund receives deposits from grants, donations, fees, penalties, reimbursements, and legislative appropriations related to enforcement of natural, cultural, and historic resources protection laws under Hawaii Revised Statutes Title 12, Chapters 6D, 6E, and 6K.

Fund moneys support training, research, equipment, information technology, safety, travel, repairs, operations, and contractual hires for enforcement activities and cooperation with state, county, and federal enforcement authorities.

Appropriates $250,000 from the special fund for fiscal year 2010-2011 to cover expenses related to enforcing natural, cultural, and historic resources protection laws and rules.

Any unspent balance at fiscal year end carries forward to the next fiscal year; federal funds and private contributions are accounted for per conditions set by the Department and contributing agencies.
