Creates a new elected office of Secretary of State in Hawaii's Constitution, replacing the current appointed Chief Election Officer position.

Secretary of State shall be elected by qualified voters on a nonpartisan basis at general elections for four-year terms, with candidates receiving the most votes winning the office.

Requires Secretary of State candidates to be qualified voters, at least 30 years old, and residents of Hawaii for two years preceding election; office holders must devote full time and hold no other public offices.

Secretary of State assumes administrative responsibility for the office of elections and duties including supervision of state elections, voter registration maximization, and maintenance of voter and apportionment data.

Amends Article IV (Reapportionment Commission), Article XVI (Salary Commission and Oath of Office), and repeals Article IV Section 3 to reflect the new Secretary of State position instead of the Chief Election Officer.
