Renames the "Reentry Intake Service Centers" within the Department of Public Safety to "Intake and Reentry Service Centers Division" to better reflect their dual functions of intake screening and reentry services.

Expands the reentry commission membership from four to five members appointed by the governor, with at least one former inmate required among the governor's selections.

Removes the American Civil Liberties Union representative from the reentry commission membership, reducing total commission seats from 12 to 11 members.

Maintains the reentry commission's quarterly meeting requirement and authority to make recommendations to the Department of Public Safety, Hawaii Paroling Authority, and the legislature regarding reentry and parole services.

Sets the commission's termination date at July 1, 2014.
