Directs the office of planning to petition the land use commission to reclassify specific public lands in North Kohala from the agricultural district to the conservation district to prevent development.

Identifies five parcels of public land by tax map key (TMK) numbers along the North Kohala coastline in Hawaii County that are subject to reclassification.

Requires the office of planning to submit a status report on the petition to the legislature no later than twenty days before the 2010 regular session convenes.

Prohibits Hawaii County from issuing special permits or any land use, subdivision, building, or other permits that would enable development of the identified public lands pending preparation and final disposition of the reclassification petition.

Acknowledges the cultural, historic, and scenic significance of the North Kohala coastline, including Lapakahi State Park, Mookini Heiau State Monument, and the birthplace of Kamehameha the Great.
