Creates new Hawaii Revised Statutes section 519 requiring agricultural lease renegotiations on class A or B lands in counties with populations over 500,000 residents to include extensions of at least 75 percent of the original lease term when lessees have made or seek to make substantial improvements.

Amends section 205-3.1 to require land use commission review (instead of county authority review) for district boundary amendments involving class A or B agricultural lands, regardless of acreage.

Amends section 205-4 to establish heightened protections for class A or B agricultural lands in high-population counties, prohibiting boundary amendments if an active farming operation exists, the land is important for agriculture, the amendment would harm productivity, or it would fragment agricultural areas.

Addresses decline in Hawaii's prime agricultural lands, which decreased from 359,690 acres (class A and B combined) in 1960 to 172,094 acres in 2007, with particular concern for O'ahu agriculture lands.
