Amends Hawaii Revised Statutes Section 183C-4(d) to include renewable energy projects as permitted land uses in conservation districts alongside existing uses like farming, grazing, and recreational activities.

Amends Hawaii Revised Statutes Section 205-2(e) to specify that conservation districts can include renewable energy facilities as permitted uses consistent with multiple use conservation concepts.

Addresses Hawaii's high dependency on fossil fuels by expanding renewable energy opportunities in conservation districts, which cover approximately 48% of the State.

Takes effect upon approval and implements recommendations from the 2009 technology caucus work group focused on enhancing Hawaii's economy and science/technology industry.
