Appropriates $160,000 from the highway development special fund for fiscal year 2010-2011 to conduct a feasibility study for an intelligent transportation system (ITS) on the island of Maui.

Directs the Department of Transportation to expend the funds for purposes of the feasibility study, which will analyze current roadway management practices and develop capital improvement projects.

Responds to previous Honoapiilani Highway closures that stranded residents and visitors, building on recommendations from the West Maui transportation access plan developed under Act 214, Session Laws of Hawaii 2008.

Study will develop short- and long-term capital improvement projects to provide traveler information and create a phased implementation plan to maximize ITS benefits to Maui residents.

Effective date is July 1, 2010.
