Authorizes the Department of Labor and Industrial Relations to enforce penalties against employers in covered establishments for violations of the Dislocated Workers Act notification and penalty provisions under section 394B-9, Hawaii Revised Statutes.

Addresses penalties established by the 2007 Legislature against employers who fail to provide notice of business closures, divestitures, partial closings, or relocations.

Removes the requirement for aggrieved workers to file private lawsuits in court to enforce penalties, which previously created expenses and delays that discouraged workers from seeking remedies.

Allows the Department of Labor and Industrial Relations to directly enforce employer compliance rather than placing the burden on individual workers to pursue court claims.
