Amends Hawaii Revised Statutes Section 386-21(b) to clarify that physicians or surgeons treating workers' compensation injuries may conduct diagnostic testing or arrange a one-time consultation with a board-certified or licensed specialist for subspecialty diagnostic evaluation and treatment recommendations.

Prohibits insurers or employers from contesting requests for or provision of diagnostic services obtained through the specialist consultation process.

Preserves the injured employee's existing right to select any physician or surgeon practicing on the island where the injury occurred, with specialist selection available statewide or outside the state when comparable care is unavailable locally.

Takes effect on July 1, 2020.
