Adds new section 663 to Hawaii Revised Statutes establishing absolute liability for standup paddleboarders who cause personal injury to swimmers through collision in state waters regularly used for swimming.

Defines "standup paddleboard" as a surfboard, kayak, or similar floating device designed for a standing person, used with a paddle.

Imposes strict liability regardless of negligence or fault—any proximate cause of swimmer injury results in liability for the paddleboarder.

Takes effect upon approval.
