Amends Section 281-31(k) of Hawaii Revised Statutes to establish different closing hours for cabaret licenses in Waikiki versus resort areas.

Allows cabarets in resort areas (excluding Waikiki) to remain open until 4 a.m. throughout the entire week.

Restricts cabarets in Waikiki that are not also hotel licenses to closing at 2 a.m. instead of the previous 4 a.m.

Defines "Waikiki" for purposes of this law as the area of Oahu bounded by the Ala Wai canal, the ocean, and Kapahulu avenue.

Makes technical amendment to Section 281-17(a)(8) to reference the new cabaret closing hour exception in Section 281-31(k).
