Suspends all mooring rate increases for recreational harbors adopted by the Board of Land and Natural Resources on December 11, 2009, restoring rates that were in effect on December 10, 2009.

Rate increases become effective only upon the earlier of: (1) approval by concurrent resolution with a majority vote of both houses of the legislature, or (2) January 1, 2013.

Cites hardship on small commercial charter boats supporting tourism and small commercial fishing boats selling to local restaurants due to economic downturn, increased fuel costs, and reduced visitor arrivals.

Directs the State Auditor to review the economic impact of the proposed rate increases on commercial permit holders and recommend graduated increases that would not adversely affect the permanent mooring community.

Auditor must submit findings and recommendations to the legislature no later than twenty days before the 2011 regular session convenes.
